With the second concept, he said that Holder looks to leave it up to the people to determine if Mueller abused his authority. Sujit also said that this means that Holder is encouraging the American people to determine how this particular issue is resolved. Choudhry sums up his remarks by saying that Holder’s Tweet indicates constitutional self-enforcement.
Sujit Choudhry is a current law school professor and dean who specializes in comparative constitutional law.
